Rep. Beth Bye (D-West Hartford) received a standing ovation as she made her way to the podium of the Old Appropriations Room of the State Capitol on May 28. Bye was recognized by the CT Early Childhood Alliance as “2009 Legislator of the Year” for her tireless efforts and her dedication to children's issues, particularly early care and education, and making it a priority at the State Capitol. She has ushered in legislation that will improve the health, educational and emotional well-being of young children. She is widely recognized as a leading authority on early childhood education in Connecticut.

After receiving her award from Alliance Co-Chairs Juleen Flanigan and Merrill Gay, and Executive Director Shaun McNally, Bye thanked the Alliance for bringing together different groups that support early childhood programs. She thanked her fellow legislators for working in partnership on issues such as school readiness and child care assistance, and thanked her constituency, which keeps her up-to-date on what is going on at the local level concerning early care and education.

I am grateful to receive this honor, particularly because this organization does such good work in advancing the needs that will help the youngest people in our population who don't have the ability to lobby for their concerns at the Capitol,” said Bye.

She comes out fighting and has helped tremendously in her efforts,” said Flanigan.

It's a treat to have an expert as our champion at the legislature,” said Gay.

Not only is she an expert in her field, she brings respect for diverse opinions and has helped strengthen the early childhood community,” said McNally.

First elected to the General Assembly in 2006, Bye represents the 19th District of Avon, Farmington and West Hartford.

In addition to Rep. Bye, 59 other legislators were honored with “Children's Champions” awards. The awards were based on past record in the early care and education arena, an appreciation for legislators who have spoken out to shield children's programs in the budget this year and legislators who are responsive to local needs and are willing to learn about early care and education issues, its benefits and challenges.

We just wanted to take the time to recognize legislators who have worked so hard this session to improve the lives of Connecticut's young children,” said McNally. “Especially in this tough economic climate.”

More than 100 people attended the event, with 29 of the 60 legislators accepting their awards in person.

Being named a 2009 Children’s Champion is a true honor,” said Senator Scott Frantz (R-Greenwich/Stamford). “The mission of the Connecticut Early Childhood Alliance is a cause very close to my heart. By coordinating a number of agencies and advocacy groups, the Connecticut Early Childhood Alliance improves the education, health and overall care for the youngsters in our state at a time in their lives when they need that care most. This care will provide a solid foundation they can build upon for the rest of their lives and I am proud to be recognized by such an exemplary organization.”
